ICD-10 Overview

On October 1, 2013, ICD-10 will replace the ICD-9 code sets used to report medical diagnoses and inpatient procedures. To accommodate the ICD-10 code structure, the new 5010 EDI standard was implemented earlier this year.

This transition is necessary because ICD-9 can no longer represent all the data required for diagnosis and procedure reporting. Additionally, limitations in the ICD-9 structure restrict the number of codes that can be created. At this point, many ICD-9 catagories are completely full.

Who is Affected?

All HIPAA-covered entities that transmit electronic claims must transition to the ICD-10 standard. These include:

  • Physicians, health care providers;
  • Payers;
  • Clearinghouses; and
  • Billing services

By October 1, 2013, ICD-10 diagnosis and inpatient procedure codes must be used for all services provided in the U.S. Claims with ICD-9 codes for services provided on or after this date cannot be paid.

Health Level 7 (HL7)

Healthcare organizations have many different software applications that need to share demographic, clinical and billing data. This sharing of data is facilitated by a protocol called Health Level 7, or more commonly known as HL7.

HL7 is a hierarchical, ASCII delimited, data storage format. Upgrading to current HL7 v3, as well as a full migration project, can be complex and time consuming. As a member organization, we can provide the technology and consulting resources for your HL7 initiatives.
